The States of Alderney is structured into one Senior Committee, three Principal Committees and several other Committees, Boards, Authorities and Commissions.

Committees are responsible for the majority of policymaking, regulatory and public service functions and are accountable to the States of Alderney. The mandates and operational functions of the Committees are set out in The Rules of Procedure.

Committees of the States of Alderney

Policy & Finance Committee

Is responsible for leadership and co-ordination of the work of the States, including developing and promoting the States' overall policy objectives and leading the policy planning process, the allocation and management of resources including the States' budget and facilitating cross-committee policy development.

General Services Committee

Responsible for all matters relating to merchant shipping, wreck and salvage and any inter-island freight and passenger service contracts, sea fisheries, traffic and highways, fire services, ambulance service; the co-ordination of public services in the event of a civil emergency; recreational and sporting activities held on States land, the leasing of all States properties, (other than those that are the responsibility of the Policy & Finance committee), management of all States land, environmental monitoring, the slaughterhouse, liquor licensing; nursing and residential homes, the allocation of States key workers housing, agriculture, animal health and welfare, pest control, veterinary surgery, and other issues in relation to animals and birds; and the railway.

Economic Development Committee

Its aim is to secure prosperity through the generation of wealth and the creation of the greatest number and widest range of employment opportunities possible by promoting and developing business, commerce and industry in all sectors of the economy.

Responsible for promotion and development of all sectors of business (e.g. tourism, construction, horticulture, retail, digital, manufacturing, finance), securing and promoting air and sea links, competition and regulation, broadcasting and media, living marine resources (e.g. fishing) and the Visitor Information Centre.

Building & Development Control Committee

Responsible for planning applications, building control, protected buildings, protected trees, Land Use Plan, conservation and design and planning policy.

Sub-Committees, Groups and Boards

Finance Group

This Group's primary purpose, with the assistance of Treasury is to assist the Policy & Finance Committee in delivering a balanced budget to the States annually, and fulfilling its oversight responsibilities relating to the States' financial position.

Air Transport Licensing Board

This Board considers air transport licensing applications and as a statutory requirement, includes all Members of the Policy & Finance Committee as its membership.

Housing Working Group

This Group has a functional relationship with all Committees of the States and reviews housing needs, liaises with external organisations and develops housing proposals.

Marine Working Group

This group explores commercial opportunities for future offshore wind and tidal energy in Alderney’s waters.

Airport Runway Group

This Group is responsible for continuous liaison with Guernsey Ports on the ongoing runway rehabilitation project and ensures coordination of the workstreams involved from an Alderney perspective.

Alderney Liaison Group

This Group consists of the two Alderney Representatives, the Chief Clerk and the Chair of the Policy and Finance Committee. It discusses arising matters on a Bailiwick Level agenda with States of Guernsey colleagues.

Bailiwick Council

The Council is comprised of the Chief Clerk, The Chair and Deputy of the Policy & Finance Committee and the President along with Civic Leaders from the other islands of the Bailiwick. The Council reviews procedures and affairs relating to the Island's Constitution and Government.

Good Governance Group

This Group reviews and engineers proposals on new models of Government for the island and conducts promotional work relating to the Elections.

Commonwealth Parliamentary Association

The President, Greffier and a States Member represent Alderney on the CPA. The CPA promotes parliamentary democracy and good governance and undertakes an extensive range of programmes, projects and activities focusing on parliamentary practice and procedure. 

St Anne’s School Management Committee

The States' membership on this Group ensures there a line of communication between the School and the States of Alderney, ensuring Alderney has a voice in Education on island which is a transferred service from Guernsey.

Alderney Care Board

This Board is the political body responsible for the integrated care system on Alderney. There are two representatives on this board from the States of Alderney, two from Health and Social Care in Guernsey and one from Policy and Resources in Guernsey, who is subsequently the Chair of the Board.

Alderney Housing Association Liaison

This liaison position is appointed by the Policy & Finance Committee and is responsible for liaising with the Alderney Housing Association on a regular basis to discuss relevant matters and reporting back to the Policy & Finance Committee. 

Connaught Liaison

This liaison position is appointed by the Policy & Finance Committee and is responsible for liaising with the Connaught Care Home on a regular basis to discuss relevant matters and reporting back to the Policy & Finance Committee. The occupier of this position also holds a position on the Connaught Board representing the shareholder.
